Summary
The Lancashire County Council CDMF has been upgraded to UTMC V2 and provides essential road and traffic information to construct 'intelligent' responses to network conditions while also giving access to a County-wide VMS signing capability for Emergency Planning & Environment Departments. This upgrade also delivered enhanced viewer features incorporating a consolidated view of car parking, VMS displays, journey times, SCOOT congestion and road works.
The system receives and monitors accidents, events, incidents, roadworks and NTCC events. It also provides Car Park management which is a combination of legacy car park systems and end-to-end UTMC monitoring. Other features include; SCOOT congestion, UTC, RMS, Siespace interfaces and Queue Detectors.

The system also has an integrated UTMC Fault and Asset Management facility.
The data inputs can be used in the Strategy Integrator to trigger responses such as setting strategic VMS, issuing direct command to the UTC or generating system alerts.
Web adapters allow the CDMF data to be displayed on corporate and other public web-sites. The system can also generate e-mail and SMS alerts to "on-call" operators when specific network events occur or to maintenance contractors when specific equipment faults occur.
Key Features
Common Database Viewers provide a County-wide perspective on transport information:
- Incident Management Application monitors the key routes in and out of Preston and calculates and proposes informational and diversion plans to be displayed on driver information signs.
- Congestion incidents are automatically received from UTC and a warning icon displayed at the appropriate location on the Common Database Viewer map.
- Network impacting signal faults are received from UTC and an appropriate fault icon is displayed on the map.
- Common Database Viewer plots a real time graph of A6 vehicle journey times against the average for a particular time of day allowing a quick response to developing incidents
- Operators can configure the CDMF to automatically send emails and SMS messages to operators or maintenance staff when certain events or fault conditions occur.
- All CDMF information is easily accessed by authorised web sites via Mott MacDonald’s web adapter
- CDMF information is currently driving Transport for Lancashire and Help2parK
System Architecture
CDAS delivers integration of new and existing Intelligent Transport System:
- RMS interface allows rising bollard operation to be passed to external stakeholders in real time
- UTC interface provides congestion alerts, traffic counts, signal faults and plan changes and stores the information in the CDMF.
- Automatic Number Plate Recognition (ANPR) interface allows pro-active management of journey times and early warning of developing traffic problems
- ‘Siespace’ car park system provides up to the minute car park occupancy and display of messages on driver information signs
- A new fully UTMC compliant CDMF based Car Park Management system initially covering Burnley
